the only cable that comes with the router is ethernet cable.
I really like the router it is pretty fast for the price and the signal range is pretty good.

Can I configure this router without using the CD that comes with it? My laptop does not have a CD-ROM drive.

Yep. It's all done through the web interface - just patch your laptop into it with a network cord, open a web browser (like Chrome or Internet Explorer) and put the router's IP address in the location bar. The IP address should be in the documentation or quick start guide somewhere - something like "192.168.1.1".

There will be a username & password prompt, which is also in the docs.

How do i know if this router will be compatible for my current Internet Service Provider?

There are no compatibility requirements for a router to work with your Internet Service Provider (ISP). The piece that requires compatibility with your ISP is the cable modem. That is the piece of equipment typically provided by your ISP when you get internet service. The router connects to the cable modem the same way you would hook up the cable modem directly to any PC or laptop.

Will this router send a wireless signal to my TV through a cement wall (another room) to my Roku LT device?

I do not see why not unless it is out of range of the router.
In my dorm the router is in my room and our TV/xbox is in another and it works fine, granted there aren't cement walls.

Although it does seem like a hit or miss with routers and cement walls it's worth a shot

Yes, it works with any kind of internet you can plug in using an RJ-45 Ethernet cable. To connect to cable internet, you also need a cable modem. There are also cable modems that have a wireless router built in.

No this is not a dual band router, however it is a very good basic router with advanced features not found on most mid-priced routers from netgear/linksys. The fact that it can work in repeater mode without needing the mac of the other router is handy ;) I would buy it again

yes. wireless routers simply plug into cable modems and allow devices to route their network connection to the internet. any wireless router will work with any cable modem.

if i connect a powerline ethernet cable into this, will it give off wifi?

I have this same router and a powerline adapter going from it to my tv in another room. It works fine. If you are talking about using the powerline adapter to feed internet to your router. And then having wifi come off the router. I don't see any issue doing that either. The powerline could be use either before of after the router. Just be mindful of the extreme high speed internet services could be bottlenecked by power powerline connection in the home electrical wiring.

How many wireless devices can I connect to this at one time?  I am wondering if the 150Mbps is fast enough to handle 2 people online gaming, 1 streaming NetFlix at medium resolution, and 1 or 2 people on cell phone wifi at the same time?   I really don't know how to compare the 150Mbps speed to what it will limit.

I would really recommend you getting a more powerful router. It's not the 150mbps speed that you need to be concerned about it's the router's the hardware inside - processing power, RAM, etc. You will see a hit in performance for all your devices (lag in gaming, buffering in Netflix, and skips in VOIP) if they're all using this router at once. 
Possible solutions: get two of these and split your traffic up.
Plug in your gaming devices to relive the load on the wireless traffic.
Get a more powerful router.

How big of an area should this cover with maximum signal strenght? Need to cover 1700 sq feet

I have one of theses in a 2 story house with 2200 sq feet. Performance is strong enough to support a PS4 on the opposite side of the house. I even get the signal from my car in the driveway.
