Does this unit have a DVD-RW as stated in the specs??

It was suppose to, but mine didn't.  Newegg was willing to replace it, but I had already set it up and needed it.  I contacted Acer and they were willing to have me send it to one of their repair facilities to have the DVD installed, but again, I had already set it up and needed to use it, so I opted not to have that service.  I have an external BluRay/DVD RW player already.

No DVD writer as appears in New Egg specs here?

There was no optical drive CD/DVD in the unit as was delivered to me.   I added my own drive via USB, externally.   The empty internal bay is a vertical mount.    I kept the PC rather than return it.   It is fast and quiet.
