Can you turn fans off with this as well?

Yes, each fan has an individual control knob which can be used to shut fans off.  I have several fans that I mounted in the cabinet that I am currently not using. So I use this feature to make them dormant

By RGB does that mean you can change the color of the display or does this actually have full support for setting the color of RGB fans ?

You can change the color of the displat they are only 3 pin connectors for fans.  So no led control for fans.

can i power up this whit usb adapter? i know that 4pin but i dont remember that bigger cable name but i know there was usb adapter whit it i realy need this one for my project :I

I don't think you can, usb doesn't supply enough power to power the rest of the fans. It pulls it's power from a 4 pin molex connector coming off the power supply.

I'm at a loss where to put the diod temperature cables.   Can anyone suggest?  the directions on this device seem lacking in that regard.

Anywhere really. I have mine in all the heat sinks in my computer, two in the graphic card, one in the cpu cooler fins, one in the south bridge heat sink, one in the ram heat sink and one just floating in the case for intake air temp.

Can this controller control the RPM of 3 pin fans by RPM or does it increase the voltage in order to increase the RPM's? And if it increases just the voltage can it still read RPM's or do you have to have 4 pin fans in order to get the full read of everything?

Its by voltage, however a 3 pin works fine. Unless it has leds. I have 2 corsair fans with 3 pin connectors and it controls voltage in order to read the rpm. The only con I have is that there is no automatic setting. It comes with 6 controllers and 6 temp diods. Over all. The colors are legit. You can brighten them aswell.

3-pin but the connector has space for up to 4-pin (on a 4-pin fan 1 -pin will not be connected - in other words it's a 4-pin fan connector with only 3 pins

It monitors the fans heat or the air near the fan or what exactly is it monitoring? How can I get it to monitor ?

riley.. don't know if this has been answered yet or not... what this controller does is that it will monitor the temp for the location of the sensor- you determine where and how to place them.. i've had a bitfenix recon and a nzxt controller and this one works better and is simpler as well.. there is some wire routing to do but it's not difficult.. this one will work with almost any fan as it uses regulated voltage to control fan speed.. i have mine hooked up to a total of 8 fans in a corsair 900d case ( each of two of the controls runs 2 fans each).. works well and i think the mechanical 'pots' work better than the digital touch screen ones...

Voltage? 12v. Amperage? thats a variable thats constantly going to change depending on how fast the fans are running, and how many of them you have plugged in. if you're worrying about melting or overheating, its not an issue. ive been running mine for awhile now and it works fantastically. just plug it into a 4-pin molex and boom, you're ready to rock!

can this be used with rgb fans and still be able to control speed and color?

It only has one power source, so unless your fans have a separate power input for just the LEDs, then I'm guessing this fan controller will dim the LED lights of the fan when you throttle the RPMs of the fans.  This unit changes colors on the display but has no control over any kind of fancy fan with color changing LED lights.
