is the am4 backplate included in this?

The backplate comes attached to the Motherboard you purchase. This kit is used to correctly attach the Noctua cooler (NH-D15 6 heatpipe with Dual NF-A15 140mm fans). It's sold seperately because they were late to market with the full package - Noctua NH-D15 SE-AM4 Premium-Grade 140mm Dual Tower CPU Cooler for AMD AM4. They said they will reimburse this purchase with proof of purchase. I didn't bother. If you can buy the full kit (Noctua NH-D15 SE-AM4, which includes the AM4 mount kit), you'll save money. All this came about because the mounting holes were moved on some Motherboards designs after Noctua had created their original packaging. They lost several weeks time in updating the package.

will this work on all am4 coolers or is it tied down to noctua?

This is a kit designed specifically to replace/add pieces in the proprietary noctua mounting kit to work with Rizen processors.  I don't think it would work with any other brand unless they mimic noctua's mounting profile.

It says in the product overview that it is backwards compatible with most Noctua Coolers since 2005. I'm pretty sure it will work with AM3. I do know my Noctua NH-D15 came with AM3 mounts already and I needed this kit to use on my first gen Ryzen build.
