Question 1

How far apart in millimeters, from center-to-center, are the screws that go through the motherboard? The holes in my motherboard appear to be 
76mm apart edge-to-edge & center-to-center.

I would go by the compatible motherboard model number rather than the distance between the fan's screws (LGA 1150, LGA 1151, etc.). Comparing to the model number not only means it's compatible with the screw holes, but that it'll receive enough power from the motherboard to power the fan.

Although I would also make sure the 'height' of the fan (from the motherboard) will be able to fit in your computer casing, if you were concerned about the dimensions.

What is the tdp rating in watts?  I have an Intel i7-7700 with a 65W tdp but it runs hot and needs a tdp of at least 75W. Will this do the job without compromising cpu performance?

No. You need a cooler to support the 75w your cpu has.  If you have it in a tower case you could get a cooler that has dual 120mm fans and mounts to mainboard.  Not sure what it is if you are trying to go cheap I wouldn't.  Cooler master makes one that supports 75w it's a little more price wise but cheaper than a water cooler.

How do you think this would do with an i5 9400f, i have the stock cooler and im getting high temps, would this help?
