Through no help of the Newegg Chat Help, I finally did some digging online and found you have to create an AMD Rewards account, install the Verification tool, and then you can redeem the code. I'm assuming there will be an option to redeem through a Steam account connect when all said and done. I'm waiting on the delivery of my CPU still so I can update tomorrow.

Will the code only work when the processor is installed? Or can I activate it some other way?

you won't be able to activate it without installing a qualified AMD Chip, there is a program to validate your chip.

Probably not.  You would have to go through the hassle of sending it back, getting a refund, and waiting 2-4 weeks, and then by the time you repurchased it, the promo would be gone.  Or, just buy it, and then return the CPU that you have
