It is a code that is emailed to you after you checkout, which you redeem on AMD's website. As part of the process you select a game from a list, and it generates a Steam key.

this came with low profile graphic card?

It may be available with a qualifying low profile card.  I received mine with a MSI R7 250, which is not a low profile card.
