I don't see how two standard drives will have room to be mounted into that mechanism. Am I missing something?

Two standard drives (normal desktop drives) will not fit into this. What this device does is turn a standard desktop drive slot into TWO slots for laptop harddrives (the little hard drives). What I used this for was to put a solid state drive (SSD) in my wife's workstation. I have another slot as well if I ever want to buy a second and set her up a RAID array with SSDs.

What are the actual WxHxL?

I put 2 Samsung evo 500 gig SSD's set to Raid 0 and they fit perfect, right into a standard 3.5" drive slot it's a little larger than a standard hard drive but you should have no problems. screws come with it and a good buy
