How do you install it to a Asrock Z390 Motherboard/Rosewill Photon 650w power supply I'm confused?

You need to use this cable when the motherboard has only an 8 pin connector and the power supply has only a 4 pin connector. Picking at random a mid range Z390 PHANTOM GAMING 7 I see that it appears to have both a 4 pin and an 8 pin connector so (although I haven't read the manual) it would appear you would not need it regardless of the power supply. Also, the Rosewill PHOTON Series 650W Full Modular power supply appears to have a "4 + 4 pin cable" allowing you to use 1 4-pin plug for a board that has only a 4-pin connector or both 4-pin plugs if the board has an 8 pin connector. I have not read the manual but it appears in this case you would use both 4 pin plugs in the 8 pin connector and ignore the 4-pin connector. The purpose of these connectors (I believe) is to power the graphics and you may have noticed that it is basically 1 2-wire circuit. However, multiple paths are used (I believe) because the current-carrying capacity of a single circuit board trace is limited. I needed this because the ASUS ROG Strix Z390-I has an 8-pin connector and the power supply, a Mini-box picoPSU-150-XT has only a 4-pin connector. Although it works with only a 4-pin plug, the motherboard yells at you when you boot the computer and says, in essence "you better get an 8-pin plug".
