Can i use 3 pin fans with this?

Yes, but  if the  motherboard connector is a 4 pin pulse width modulation connector (as it likely is) then the 3 pin fan will run at max speed the whole time because PWM connectors provide 12 volts all the time.   So far as cooling goes, this should not be a problem.     In addition,  the cable has one 4 pin device connector and one 3 pin device connector.   If you connect the 3 pin fan to the 3 pin device connector then  the fan speed for the 3 pin fan will not be reported.   Some people think this is a problem with the splitter cable.  Not true.  The 4 pin PWM  motherboard connector has only one sense (tachometer) circuit.   It can only report  the speed of one fan - the fan which is connected to the 4 pin device connector.     For reference, the 4 pin Pulse Width Modulation connector provides, beginning with pin 1,  ground, voltage, sense (tachometer), and (speed) control.  The three pin connector provides ground, voltage, no connection ,  (speed) control.
