The Tripp Lite ATS / Switched PDU has a capacity of 1.9 kWatts and operates at 20A with a 120V input.

If i were to hook one of these up to a 120V 15A twist lock adapter, Would that work? I've just bought one second hand, and It doesn't seem to work when I plug it in. No lights come on nor does any noise occur. I only have the primary plugged in if that affects anything.

With only one power source plugged in it should provide power to the outlets. Try that, I don't remember any lights or noise when plugged in.
