Will this splitter allow me to set-up monitor "A" and monitor "B" on my Windows computer?

Yes it will but PLEASE make sure you are buying this for the right type of video card. Some people buy this thinking that they can literally use this to split a single VGA output to 2 separate outputs. This takes a DMS59 output and lets you have 2 VGA connections.
