Is there a speed loss with this or no?

Yes. Presuming that you're asking I/O data transfer speed (i.e. you've got a USB 3.0 port in your case and a motherboard with only or with a few USB 2.0 ports).

You're going to be only go as fast as your motherboards I/O interface can allow given the chipset employed on the motherboard and the maker of the motherboard (because putting USB 2.0 ports on motherboards is a cost-cutting move or could be presumed to be one at the least).

I use these on my case and I don't mind really. I get the same speed benefits from USB 2.0 and when I later upgrade my motherboard, I can then get the benefits of USB 3.0 (or 3.1) later on when I do.

So if that's your case, then it's not such a bad one.

I upgraded the gpu and had to get a new case (Corsair Spec 03), but the new case only has two front port usb 3 and all I have is front port usb 2 on my Biostar TA970. Will this power both usbs discretely or will I only be able to use one?

This adapter can power at least two USB 3.0 ports just fine, it was setup as such in my Rosewill Armor Evo case before my last upgrade. I had a similar situation where I had a mobo that only supported USB 2.0, but wanted the use of the USB 3.0 ports on the front of my case.

The USB 3.0 ports will still only operate at USB 2.0 speeds, but slower ports are better than useless ports.
