Why is this labeled an "extension" cable? I want to replace the PCI-E power cable that came with my PSU as it has two 6+2 connectors daisy-chained together (I only want one so it looks cleaner). Will this work for that purpose?

I think you got shipped the wrong one. I ordered some a while ago and they're 8 to 8 pin.

Is there heat shrink near the connections?

The heat shrink covers the whole length of each cable. It doesn't even slide up and down.
