Question 1

I need an extension from the power supply to a USB3.0 PCIe card to supply power to the ports.  The instructions for the USB card say to use the floppy drive power connector but it's too short to reach all the way down to the card.  This looks like the same type of plug and I just want to make sure it is.  Do you know if floppy drives use the same plug type as fans?

honesty off the top of my head I want to say no, as the plug itself I believe is different. though they are very similar, even if the plugs are the same, I would err on the side of caution and say to not get a fan ext but rather get a floppy ext if you can find one. I'm no expert but the wiring may differ between them and could damage your hardware. I find it best to attach only what the product is designed for to avoid problems.
