How long is the cable ?

The name suggests that it is 200mm (almost 8 inches) but actually, the flexible portion is about 200mm, so with the additional solid connector area, it is actually about 240mm (9.4") from where your graphics card was to where it can be (obviously it can be closer).

I was wondering if this would be able to transfer electricity. I have a 1050 Ti that draws power out of the mother board and having an extender, I'm not sure if the extender can transfer electricity to the motherboard or not?

Yes, the extender will transfer the same power that the PCI Express slot normally provides.  So if you have one of the small cards that doesn't need 4/6/8 pin power from the PSU, and just plugs into the motherboard, you will be fine.

Would this work in a Phanteks Evolv X?

I cannot imagine why you couldn't use the Thermaltake TT Riser Cable, your Phanteks case appears to be an extremely flexible case in its use of interior space. Looking over the case's specs and photos at the company's website it looks like the cable should not cause any difficulty as long as you can secure your graphics card. As I don't have any experience with your case I cannot suggest how you will be able to secure your card, but it certainly appears do-able.

Will it work on older motherboards with PCIE 2.0?

I couldn't find the direct reference on Thermaltake's web site to quote, but back when I bought the cable it was stated as backward compatible, and that's how I'm currently using it. I have it installed on an old Gateway desktop from the mid-2000's and it's working well. Good luck. (P.S. If you "google" this cable with the part number you'll find a link to Thermaltake, and in the link description you will see "Gaming PCI-E 3.0 X16 Riser Cable-A 200mm PCI-e 16X flexible riser cable with EMI shielding cover, supporting PCI Express 2.0 and 3.0 applications".

Would this be compatible with a 1050 ti that draws power out of the motherboard?

PCIE 3.0 cards are backwards compatible with the 1.0 and the 2.0 slots, but you won't be able to enjoy the full extent of your new PCIE card. It will be restricted to Gen 1 speed (2.5 Gt/sec) while Gen 3 allows 8 Gt/sec and a better encoding scheme which actually makes it about X4 times faster.

I have a GTX 1050 FTW and was wondering if I need to plug in the PCI-E if I have the extender plugged in?

With the extender attached, you will still need to hook up any power cables required normally by the graphics card, this extender merely allows you to re-position the expansion card inside of your case either through an included mount or if you are modifying the case.

Does this come with the metal bracket that lets you screw it into the Core P3/ Core P5?

The cable I received did not come with the bracket.
My cable also does not have the Thermaltake branding or the holes to fit the bracket in the Core P5.
