Will this cable work from a desktop PC with a DVI out to a TV with HDMI??

Yes, the cable works in either direction, either DVI out to HDMI in or HDMI out to DVI in.  Be aware though that for 4k T.V.'s to get 4K need to use a HDMI 2.0 cable with 18Gbps rating, but would work at a lower resolution like 1080p.

Question 2

I know that to experience my games @ over 60hz an HDMI cable just doesnt have the bandwidth. Would having a DVI-D to HDMI still pose the same problem? My 120hz TV does not have a DIV-D input. My vid card (GTX 770) does have a DVI-D out though. I am currently using the hdmi out on my card. I am slowly learning about all this comp gaming stuff. Thanks for any help.

I am pretty sure displays that support over 60hz are simply doubling the refresh to provide a "sharper" display.  Don't think there are common 120hz cables.  The DVI-D is to provide higher resolutions (such as 2560x1440)... and many cables slated dual-link are not pinned correctly.  The higher experience with games are more about frame rate than refresh rate.  60fps games are currently the rave and the standard for consoles such as the PS4.... 60fps will work fine with a 60hz display.

More info is needed to answer this fully. I'm thinking you want to use a different output on your gfx because the other is failing. If that's the case then yes this might fix your problem.
