Is that an dvi to hdmi connection converter?

Sorry, no, it is not dvi to hdmi. It is displayport to dvi. Displayport is available on my business HP laptops and desktop and other brands. It is a different connector than HDMI. It is assist a rectangle, and slightly bigger than USB, but has only three right angles and one slanted edge. It is handy to use IF your PC has it, displayport, as you don't need a lot of drivers or anything, but not all PCs have it.

is it an active converter (i.e. eyefinity??)

This is a passive adapter that is one of the few that will work with eyefinity. There have been reports that it will be a little funky if used on the center monitor in an eyefinity setup so plan to use this for one of the side monitors.
