will this work with a non-apple product? I have a Dell tablet.

It will work with Non Apple Computers but confirm if you have the Display Port size on desktops or the mini display size that is common on Tablets. This is the bigger display port size adapter but they make a mini display port to DVI adapter.

Is this a passive or an active adapter?

By "Active", are you asking if it requires its own power source? It doesn't.

The description says it works on Mac. Does this work on Intel platform (Windows)?

I use it on my windows based platform (win7 pro) with my work laptop and it works perfectly. You should have no issue. I highly recommend.
