Is this for active HDMI?

Not sure what you mean, I had to buy this for my new Dell Desktops to use/get HDMI out put to my HDMI monitors since Dell's plugs in the back have this one wierd shaped end as you see that will only accept this type plug. The other end is the normal HDMI that we're all used to and that end plugs into the monitor. Hope that helps

Is this cable a Displayport version 1.2?

They're a good enough cable but I'm not sure they are 1.2 compliant Display Port compliant. In fact I'm not sure they can be - given that they go from DP to HDMI since HDMI is the limiting factor.

This cable will only support up to 1080P - not higher - so if your monitor supports higher resolutions than HD you are limited to 1080P.

For example, my Dell monitors are 2560x1600 therefore I can't use the HDMI connector to achieve the optimal resolution for these monitors as I'd only be able to get 1920x1080 with HDMI. That's a huge difference!

Question 3

Will this work with a 21:9 aspect ratio monitor?  I am planning to use the HDMI port on my monitor and the Display for my GPU if  that makes a difference.

The cable has nothing to do with the aspect ratio. Provided your GPU supports that ratio and the resolution required, then yes it will work.

Question 4

will this cable work both ways.  hdmi pc port to a HP Monitor and also hp pc display port to an HDMI monitor?

Display Port is a network
HDMI source can't join that network.
a video card with DP can negotiate a connection to >ONEONE< HDMI screen
the cord's DP plug is the computer end, always.
