Is this an Active adapter?

I think it is not active.  In the item's description it state's that it supports 1080p.  And according to superuser website.  A active cable would support 1200p

Is this a bi-directional cable? i.e., will this go from my HDMI laptop to a Display Port monitor?

Does it support 4k or not?  Overview mentions being able to, but specifications says it supports 1080p.
