The text says male to male but the pic is clearly female to female, as I need.  Which is this?

The picture and the cable are clearly male components meant to fit female receptors. A male to male cable means both ends of the cable are male. This would be the normal cable for a video card output to a TV, both of which are typically female.

What does it means Standard Speed? How it differs than to other high speed HDMI cable?

So all HDMI cables are not made the same.  With the new HDCP 2.2 requirements along with higher resolutions, it is important to get the higher quality cables.  My old HDMI cable could not keep up with 1080 HDCP2.2 and would periodically black out.  When I connected this cable, the clarity of text and video on the 52" TV was noticeable and the black-outs stopped.  The cable is much thicker than any other HDMI cable I own and I am pleased with the quality.  28AWG conductors seem a little small, but I am happy for the price and quality.

Question 3

will this need a converter to work with a laptop with VGA only or is it better to just by a quality vga connector?

An analog to digital converter would be needed to connect this cable to the VGA on the laptop.  So you would need 3 things

1. The HDMI Cable
2. The converter
3. A VGA cable.

This is because the Analog to Digital converter typically needs to have a cable of each type.  There is no pass through adapter for this unfortunately.
