Question 1

Looking to use my current monitor that does not have RCA hookup with my original xbox. Will this product work? I am not looking for supurb image quality with it, I just don't want to find a spot for my old boxy TV.

I'm no expert on audio and video signals.  
I purchased this item because my old projector only had RCA input connectors.  I show film-strips from my laptop to a classroom.  I found to get this adapter to work, I had to also buy a "AGPtek - USB PC MAC VGA to TV AV Composite RCA S-Video Audio Converter Box."  The convertor box cost $20 from newegg.  It works.  My projector can behave like a monitor for my laptop.  These were not high quality filmstrips, so I can't tell if any video quality was lost through the converter box.

Question 2

Will this work to connect a DVD player with a Dell computer monitor? If so, how will I get sound if the monitor doesn't have built in speakers? Any ideas?

I  doubt this item actually feeds sound, due to the fact that it takes at least a conversion box to translate from VGA to RCA or vice versa?  I only bought it for a laptop and send the display to an external monitor.  Since you are trying to send display from the dvd player to a computer monitor, you will only get video, not sound.

Before I give you a suggestion, I wouldnt recommend this item, as it did not work for me.  Though i did not confirm if it was faulty

If you're still considering buying this, then you're going to have to find a speaker that supports the red and white cable, as they are for sound.  While the yellow is for video.

Question 3

will this convert both ways.  RCA to VGA and VGA to RCA?

no this won't convert on it's own. this is merely an adapter, it will not convert the signal. I bought this to go VGA to S-Video or RGA so I could use an older tv for a monitor, but it would not work.
