Will this allow for PWM control over a normal 3-pin fan? I have it plugged into my graphics card, but for some reason the RPM is readable but not controllable. It's my understanding that with 4 pin connectors the RPM and PWM functions are on separate pins, so I'm not sure how this translates to 3-pin, but I've used fans with 3 to 4 pin adapters before and they have worked normally.

This is a straight pin-to-pin cable. A 3-pin fan cannot be controlled using this unless the board is capable of voltage control (most video cards aren't.). There are separate PWM controllers for 3-pin fans, but they involve separate circuitry to pulse the signal.
