when using a fan splitter on the motherboard fan header will the fan monitoring in bios still work ?

Question 2

If I use this splitter, will the fans just run at half speed?
or will it draw more power and run them at normal speed?
and if the 2nd question is true, do I have to worry about it drawing more power?
(I'm using the gigabyte b450m ds3h motherboard)

I looked at the Gigabyte b450m ds3h motherboard manual.  Unfortunately, I could not find the maximum amp output of the fan header.  Normally, this is around 1 AMP unless the header is stated as a HAMP or High Amp output header where it provides up to 3 AMPs.  I doubt, based on your motherboard configuration, you have a HAMP fan.

Most fans are less than .5 amps draw.  So, here's what I would do:
1) contact Gigabyte support - ask how many amps are available to the fan header so you know for sure.
2) check your fan(s) to see how many amps they will draw.  If you are under the limit, you are fine.  If you are over the limit, don't use the splitter.  If you are within 10% of the limit, I'd reconsider.  80% or less, should be fine.
3) I believe they will run as intended (speed wise) so long as the power is available.  As far as monitoring speed, I believe the 4 pin part of the splitter would be the fan that reports speed (it can't read both).
4) if you are really paranoid, and that's okay, I am too ;), you can order a fan hub which actually gets its own power from a molex or sata connector and only uses the fan header to provide speed data and up/down speed control only - no substantial power draw via the fan header.  I actually do this myself instead of using a splitter (personal preference).  I use the Silverstone PWM Fan Hub (CPF04) which NewEgg also sells.

One of the slots for the fans only has three pins instead of four? Is it supposed to be like that?

Yes. The PWM is sensed only on one of the fans, passed to the motherboard, and the motherboard then controls both fans. It can't sense the PWM of both fans, so what it detects off the first one (the one with 4), it passes on to both fans simultaneously.

Question 5

Does the end of the cable (non splitter end) have the notches on the outer edges or is the second notch in the middle cause when I received these splitters (2) they both looked just like this 
Please does someone know?

The primary (non-splitter end)  is a standard male body fan plug with tangs (not notches) located at the outer edges and will plug into any standard 4-pin female body (male pins) fan plug on a motherboard.  Hope this helps
