Will this work with any case? I have Trooper SE from Cooler Master.

Yes, I have reviewed your case and It will allow you do have a vertical mounted GPU (don't forget to follow the instructions for vertical mounting and what pieces are needed, I'm not saying there are specific additional pieces but make sure to read the section on that carefully so you don't damage the case or even worse your GPU)  This cable is simply an "extension cord" for your graphics card so you can mount it vertically or whichever way the case allows (I believe your only option is vertical or standard) I have the NZXT h510 case and have a vertical mounted GPU for better looks and it really does set off the build IMO. My Gigabyte Aorus Extreme 2080Ti has lights on the "bottom" fans so adding this cable allowed me to make the RGB really stand out. There is not another reason I can think of for needing this if you plan to plug in your GPU directly into the motherboard. ***Make sure you have the correct pin count and your MOBO has the same connection. This is a standard connection piece and should fit MOST MOBO's.*** Lastly, and also VERY importantly what is the distance between your mount location and the location of the PCI port this plugs into? Thats one of the most important questions IMO. There are various lengths of these cables available and you don't want to come up short or have too long of extra cable because IMO that would take away the aesthetics of the build and it seems you are going for a "Nice looking" setup. Good luck. CLIFF NOTES: ***Most importantly verify this will connect to your MOBO (case really doesn't matter TBH as long as there is room and access you can use it) and the length of cable needed, once confirmed you are good to go.*** Sorry so superfluous but wanted to be thorough for you and hope this helps.

Will this riser cable work with a Thermaltake Level 20 GT case?

I would not recommend a riser extension cable for that case. Riser cables are for vertical mounting the Graphics card and your case appears to have the brackets to support horizontal mounting only. You can technically fix this by buying a vertical GPU mounting bracket kit (it includes both the bracket and the cable) but I would not bother, just mount the card horizontal. Other than it looking awesome there is no real advantage to a horizontal mounted graphics card.

Is this riser cable capable of handling PCIe 4.0 GPUs?

It can only handle 3.0, but you can change your pcie from 4.0 to 3.0 in bios. A GPU cannot use all 16 lanes of 3.0 so you won't have a performance drop by doing so.

I wonder if this will fit a R710 :?

The riser cable itself will fit any PCI-E 16x slot. I think the real question is what are you trying to connect with the riser cable and will that component fit in the server blade with everything else.

If you remove the riser boards that are preinstalled you can probably make some room for expansion components. From the technical specifications on Dells site, this server only has 1 16x PCI-e slot on the board.

This Riser is used for vertical mounting a GPU; if you are not doing this on your GPU, there is no need for the extension. This offers no additional speed or "boost" for any GPU, just cosmetic purposes only. For example, I have an RTX2080Ti with RGB lights built into the fan blades, so to set off my build vertical, mounting my GPU to show off the lights was critical for the build.
