can I use this adapter to transfer data between my palm zire31 and win7 laptop?

Yes it should. The Zire 31 has IRDA integrated, and this adapter would equip your laptop with IRDA as well. If it was me, I'd give it a try...I bought 4 of these just to have them around and they are handy.

The package doesn't include any driver. Where canI download the USB IrDA driver (for 32-bit Windows 7)?

I don't know about that, but I just realized that it comes with a mini CD. It was pretty well hidden. You'll find that there are two pieces of cardboard for the packaging. One where it shows the USB, and the back side of the package which is black. The CD is wedged between two of those pieces of cardboard. Seriously. It's in a little resealable bag which is in there.
