Question 1

The item description says that this board supports "8th Generation Intel Core Processors (Socket 1151)." Is this because it was made before the 9th generation i7 CPUs came out and, in either case, will it support an i7-9700KF?

If I remember correctly, 370 motherboards originally needed firmware updates to support the 8-core processors from the 9th generation, but I suspect that those have all rolled out by now. They're physically compatible to my knowledge, but the 390 boards are perhaps a bit more optimized for the 9th generation processors (including things like beefing up the power circuitry).
Also it might be worth noting that if you're looking at the 9700KF, you may not benefit from this board's extra video outputs, since I believe the 'F' indicates that the integrated graphics are disabled.

does this support an i7?

Yes, but unlike a Z370 motherboard, it won't support overclocking.
Therefore, if you buy this board you can often save about $50 by getting a processor that doesn't have a 'k' on the end of the name (e.g. get an i7-8700 instead of an i7-8700k).

I recommend the PCPartPicker website for checking the compatibility of parts if you're not sure. Add your motherboard to your "parts list", and when you go to add a CPU, the compatibility filter (enabled by default) will only show you processors that will work with that motherboard. This also works in reverse, if you choose your CPU first.

In general, i3 vs i5 vs i7 processors will all work in the same motherboards. The exceptions to that rule are more about "would you really WANT to" situations. You wouldn't want to put an i3 processor into a $300 motherboard, just as you wouldn't want to put an i9-9900k into a $125 "just the essentials" motherboard.

Question 3

Why is there no GUI BIOS option?  I own this board, and it only displays the plain text BIOS screen, no GUI.  I have the latest 4.20BIOS.  ASrock is not responing.
