I have a ASUS ROG Strix Z390-E Gaming LGA 1151 with a RTX 2080 evga, I would like to run the NVlink with another 2080 do I buy the 3 or 4 slot space?

You want the 3 bridge. I have a Asus ROG Zenith. With Dual 2080TI it used the 4 slot bridge. I would not waste the money If your reason is for the SLI is gaming.
