"No" ... the unit it will be much faster than USB 2.0 rates.

The max rate will be determined by the max bandwidth available through your system.

PCI 1 has 250 MB/s maximum data rate.  PCI 2 has an effective 4 Gbit/s max transfer rate from its 5 GT/s raw data rate.

As USB 2.0 has a maximum signaling rate of 480 Mbit/s (effective throughput up to 35 MB/s or 280 Mbit/s) and USB 3.0 has a signaling speed of 5 Gbit/s and a usable data rate of up to 4 Gbit/s (500 MB/s).

As your bottleneck is the PCI 2 -- your speed is limited by this connection at 250 MB/s -- about 7+ times faster than USB 2 (35 MB/s).

Don't expect full USB 3 speeds -- but if your device is USB 3 compatible -- you will notice the speed difference.
