This card has a power connector...is that optional or does it have to be plugged in to operate?

Power port is optional. Card will work without it.

need to know if this can be used with a ASUS Motherboard P8z77-V Lk and a 64 bit Windows 7 operating system ?

I can't answer about that specific motherboard, but mine is working well with an ASUS Z87C motherboard and 64 bit Win7.
