Question 1

Does this adapter use USB 2.0 or 3.0? I recently bought one that did not specify from another site and it's designed for USB 3.0 and does not perform correctly on my older computer.

This does not use USB at all. The end that looks like a usb, is a DisplayPort- kind of like hdmi video. I've used it on HP desktops to hook up a second vga monitor to be the secondary monitor on a 2 monitor setup. Nothing good will come of trying to plug it into a usb port.

Question 2

I bought this to hookup to a gtx 1070 graphics card and it will only output 1280x1024 to my monitor.  When i plug it in to the onboard gpu vga socket, it displays 1920 x 1080 on its own.  I have tried adjusting resolution settings, changing driver, etc., etc. but no matter what i can not get 1080 through the adapter.  What is going on?

Yes. Upgrading video cards left me without a VGA (D-Sub) port as one of my 3 monitors didn't have DVI out.

Question 4

Does this support 75Hz at 1280x1024? I'm looking into tri-monitor gaming with all of my 4:3 monitors at 75Hz. Even if it doesn't, I'd still buy it and go back to 60Hz.

I just tested an old LCD 17" monitor with 75Hz at 1280x1024 and it had no issues at all. Works for me. :)
