can it run 2 Samsung NVMe SSD 970 EVO or is it just one m and one b?

They not the top slot is only for SATA based M.2 drives and not NVMe drives. So you can run one of them at full speed as long as it's installed on the bottom. The SATA based SSD's are obviously a lot slower since they are limited by the SATA bus.

This adapter came with a clear plastic-looking sheet that covers the two rectangular copper/gold strips. Is this sheet suppose to come off during installation?

I believe it should be removed, it's just to protect the sheen off the metal and would impede the heat dissipation if left on.

Is there any loss in speed by using the pci e bus?

This card does not contain active circuitry.  It is basically a PCIe bus extender connected to the PCI pins of an M.2 connector.  (I'm speaking of the bottom device of course. The top is for M.2 SATA, not M.2 PCIe)

It uses 4 PCIe lanes with no loss of speed.  You can plug into a x4, x8, or x16 socket with x4 performance  (That's plenty fast for an SSD)

If you have the kind of x1 socket that has the back lip open, you can plug this x4 device in and it will work.  However, the throughput will be greatly reduced.  In my testing it was roughly equivalent to SATA-III speeds.  You would not normally do that unless you were out of PCIe x4 slots and you wanted this for relatively slow-speed storage.

I own two of these cards and have tested them with Samsung 970 EVO SSD's with no problems.  Performance is normal.

can i boot from an ssd mounted on this device?

Yes you can indeed boot from this device as long as your motherboard supports UEFI boot,  which most motherboards since 2014 support.

Does this card support the full speed of, lets say for example, a samsung 960 pro nvme m.2 ssd?

Yes, this card will support the full speed of that drive as long as you use the bottom M.2 slot, in addition to installing the card into a x4 PCIe slot or better. If you buy a x2 NVMe drive, you only need x2 lanes to get the full bandwidth. PCIe at x4 will easily support the fastest drives, which is why they use that interface to begin with.

Is this product supported by the Intel C612 Chipset?

I have used this device in two systems running the older C602 chipset and works just fine.  I haven't tried using the NVME as a boot disc and I am using unraid as an OS, but the system detects both drivers easily.

Question 7

Can I use this in a PCI-Ex16 slot?  My mobo does not have any x4 or x8 slots.  It has 1 x1 slot and 3 x16 slots (one of them is in use by my graphics card, and the 3rd slot is restricted to x8 max) I don't plan on using SLI or Crossfire, since those are pretty much no longer a thing anymore on the latest GPUs.

Yes.  It will work in any slot that it will physically fit in.  It will even work in a 1x slot, if the back end of your 1x slot is open, though you may see reduced performance in a 1x slot.  Placing it in a x16 slot, even running at x8 will work perfectly fine and give you the full performance of the card.   I am running it in an x16 slot in my x99 system.

Can you use the sata port with 2 M.2 drives installed?

Depends on the motherboard, most motherboards lock out the 5 and 6 sata ports when using m.2 drive. They usually tell you in the specifications.
