Does this work on my old Dell tower from 2006?

I put it in an HP computer that was built for Vista, and it worked fine. (I'm currently running Windows 10.)  I would imagine it would work fine in your 2006 model, but I can't say for sure. I don't think PCI slots have changed much in their requirements over the years.

Question 2

How do i know my computer can handle this particular chip? Also how do i know the hardware will fit into my PC?
I'm looking to run audio into it from an audio interface and i am worried about burning out my computer. Any sort of advice before purchase would be greatly appreciated.

This is a PCI adapter card, which means that as long as the computer you want to install into has a PCI slot, it will work, and it won't burn out your computer.  I purchased this card because it is supported under Windows and Mac operating systems, and I use it for connecting my Focusrite Saffire audio interfaces, so basically the same purpose as yours.  Works great and is cheap!  It doesn't get any better than that...  :)
