The asrock card's manual says it requires a "bifurcated" PCI mode, where a 16x PCI slot is turned into 4x4x4x4x.  Check your mobo manual to see if it supports that.

Yes. I did this in the BIOS of the ASRock X399 Professional Gamer Board. It treats it just like a drive that is in one of the three M.2 slots on the board itself. I tested this and am now running Windows 10 with four drives in a Raid 0, Samsung 960 Pros combined to make a 2 TB Raid 0 drive. Unfortunately, the drivers to get Windows 10 to recognize it are tricky and the technical support guy at ASRock knew very little about this product and he even claimed that it could not operate in RAID. If I had taken his advice straight up then I would have sent the board back and ASRock would have had one more RMA Return to deal with based on the fact that their technical support guy knows little about their products. Another guy said he would call me back on the driver issue and never did. So I figured it out myself.

this card, does it work with x470 boards ? which x470 board will support it ?

I would gamble that nearly every x470 board, if not all, offers bifurcation. So, I would say yes. Keep in mind that x470 boards have limited PCI-E 3.0 lanes available. If you have a discrete graphics card installed into a PCI Express 3.0 x16 Slot, once the ASRock ULTRA QUAD M.2 CARD populates the other PCI Express 3.0 x16 Slot, both will function at PCI Express 3.0 x8. Therefore, bifurcation will only allow you to utilize the first two M.2 slots on the ASRock ULTRA QUAD M.2 CARD. Each NVMe drive will independently utilize its own PCI Express Gen3 x4 (32 Gb/s).

What's more is that you can also install an NVMe drive into the Ultra M.2 Socket, which will also run at PCI Express Gen3 x4 (32 Gb/s) due to its dedicated lanes. All three drives will show up in RAIDXpert2 for hardware RAID within the UEFI environment, as well as Windows 10.

When attempting a fresh install of Windows from a USB stick or similar media, ensure that you have already used RAIDXpert2 to create your RAID array within the UEFI environment. Additionally, have the "AMD RAID Driver (SATA and NVMe RAID)" (which are the DRIVERS ONLY) handy on another flash drive. When you get to the point of selecting a hard drive to install your operating system onto, the NVMe RAID array will not show up. You have to browse for the drivers on the aforementioned flash drive. Inject the drivers in this order (IMPORTANT!): RAID_bottom, RAID_driver, RAID_cfg. Once all three drivers have been installed, your NVMe RAID array will be available to use. From there, install Windows routinely.

Post installation - While installing "AMD Chipset Drivers", ensure that you also install "AMD RAID Installer (SATA and NVMe RAID)", which is the full package containing RAIDXpert2, allowing you to configure/monitor your RAID array from within Windows.

Will this work on motherboards that don't support PCI-E bifurcation ?

Yes, but only one NVMe drive will be available to you. With that being said, this card would be a waste in that regard. You would be better off searching Newegg for a "Silverstone Expansion Card Model SST-ECM21" instead.

If this is put in a physically 16x slot that only has 8x PCIe lanes and only 2 NVMe's are put in it will they both have full 4x bandwidth?

Theoretically, yes.  It depends on which CPU you have, which determines how many PCIE lanes are running to the PCIE slots.  If you have a 7800x which has PCI lanes, 16 goes to your video card and then 8 to the next x16 PCI slot.  The bios have to be able to split the Slot in to 4 x 4, or 8 x 8 so your NVMe M.2s can be recognized by the bios.
