Question 1

How does the remote communicate with the smart phone or tablet? is it blue tooth or a plug in cord? Do you need to have a cell enabled unit or can a wifi only unit ( like the Samsung galaxy Note 8 which is wifi only ) work? Thanks!

The remote connects to the mobile device via USB. I have a Samsung Galaxy Note 8 as well and have chosen to use my iPhone most of the time. I was not impressed with the Android DJI Pilot app. It may be better now though. As far as working with the Note 8, it does the job. You won't be able to stream to YouTube unless you have a WiFi internet connection but other than that, it works just fine.

Question 2

How far can you fly the drone? The description says 1.2 mile range but if you use the compare feature on DJI's website, it says 3.1 miles for a range.

Many factors effect the distance you can go, radio interference in populated areas, terrain, line of sight, etc. Best case would be clear line of sight in a sparsely populated area, probably get 5 miles. I'm in a sparsely populated area but it is very hilly and heavily wooded and I'm lucky to 1/2 mile.

does the transmitter have the gimbal control dial built-in on the back of the controller?

It comes with a roll knob, upper left corner of the controller. This controls the camera tilt, a full 90 degrees.
