Where can I find the installation instructions?

The instructions are found in the back of the chassis manuals. 
Newegg won't let me add a link, but go to SuperMicro's site and find an appropriate manual. For example, google "supermicro sc743 manual" to find a PDF of that chassis manual. Then see section 5.

Question 2

I have a 4U server, how can I tell if this rail will work, as in is it the proper size?

I am using this rail kit on a supermicro 7047A-73 which is a 4U workstation/server. I would think most Supermicro chassis would use these since there's nothing that's unit specific. Mounting to the chassis  can be done with slots on the rail that are fairly generous across the length. The parts that may be model specific are the handles but they aren't essential to the use of the rails.

Question 3

Does this rail kit lock in a position that facilitates inserting the computer's case into the rails, then allows release to slide computer into the rack?  I have found some rail kits do not lock in an extended position which makes it difficult to load the computer's case into the rails.  Please note, due to physical limitations, it is difficult to hold an older heavy 4U computer case in mid air while attempting to get everything to line up properly.

Yes, the rails have locking tabs. The rail kit did not include documentation, but it is documented in the chassis manual, e.g. if you download a manual for the compatible chassis CSE-743 or CSE-745 from supermicro_com, you'll find a section describing the rail kit, locking tabs, and setting up the chassis for use with the rails.
