Is this backward compatible to USB 2.0?

Not compatible at the wire end (header), because the motherboard header for USB 3 has 19 pins, while USB 2 motherboard headers have 9 pins. But if you have this panel connected to a 19-pin USB 3 motherboard header, you can still plug an external USB 2 device into the USB 3 Type A socket on this panel.

Will the unnamed chemicals hurt me?

Well, I've had mine for about 2 years and still alive.... I have no idea what they are talking about... Maybe lead paint...

Why don't they just make it 5 1/4" so it fits into an optical bay?
