Does this device support a wireless KB/Mouse?

If you mean Bluetooth, no, but if it's the kind of "wireless" that has a USB dongle, that'd still work. This device has zero wireless capacity on its own. I'm not even sure plugging a Bluetooth USB dongle into the port would work... I've never heard of a KVM supporting wireless, because wireless by definition intrinsically doesn't involve the problem KVMs are meant to solve.

I have a home PC and a work laptop that is connected with a dell docking station. My current KVM will only work if my laptop is docked. Without it , there is insufficient power for the KVM. I need to be able to use my home PC when I take/leave my laptop at work. Does this KVM work even if one of the computers is powered off?

if you are going thru a Dell dock, then I'm not 100% sure. But with that said, I use mine this way...I have my home PC and work laptop connected thru this KVM. When I'm done with work, the laptop gets turned off and my home PC is still working just fine. Granted you have to be sure that you are on either A or B (A might be home PC, B might be laptop). This KVM get's it's power from the devices it's using. Hope that answers your question.
