How long a cable can be attached between the USB port and the hub?

Cable length for USB 3 recommended is 9.8 feet ( 3 meters), but having a powered hub can extend that range. 9 .8 feet from computer to hub, and 9.8 feet from hub to device. If you use a none powered hub it will not extend the range

I planning to use this to connect 2 units of USB3.0 3T external hard drives to my laptop. Does the hub need to be plugged in to AC power when in use?

Yes you can, the power cable is for charging devices but, i used tthe adaptor for a month and it stopped workin, i send it back and they said that they will ship me a new one, i already recived the confirmation

A: can this be used without external power supply as a functional 3.0 HUB? B: can they be daisy chained and if so how many?

I just did a little experiment. With my phone and unpowered external HDD attached to the hub I unplugged it and the devices stayed connected. So, it at least works as an unpowered USB hub. However, I didn't run any speed tests or anything to confirm it was working at 3.0 speeds. I only have 1 so can't answer your Q about daisy chaining from first hand experience. But I recall when I was researching, reading someone else's comment that it was possible. YMMV.
