Is this a plug and use or was there a cd installer disc with it?

There is no "Driver disc" because this device is simply a cosmetically "nice" 3.5" drive bay blank off with a twin USB3.0 
female connector in it.

The inside end of the cables is simply a pair of male USB3.0 plugs

In my installation I have a four port USB3.0 PCIe x1 usb expansion card that has two ports on the back-panel of the card
and two USB3.0 USB3.0 "A" connectors INSIDE the case

Silverstone makes an identical model that has a 20pin connector
to match up to PCIe cards that use the 20pin connector

The only issue I had with this item was that the two front panel jacks were slightly "Crow-footed" because of the way the plastic connector body was moulded I sorrected this by tensioning a piece of 0.030 diameter "Safety wire" around both female USB3.0connectors and tensioning the wire to draw the connector bodies to. this issue took me all of a minute to effect...
