can this reader be used with the department of defense smart card?

Yes, that's all I've ever used mine for.  I've had it for about a year with no problems.  I don't remember if it came with one, but I it is very handy to have a short USB extension cable since the card reader can be in an awkward location depending on the placement of the USB port you are plugging it into.

Can this product be used for a military CaC card? And for other computer other than Mac?

This reader is Windows 7 compatible and yes it works with a military CAC. I use it almost every weekend to access my enterprise email and AKO.  Depending on the computer i do have to search for the drivers for it to work.

Should work on any device that has a standard USB 2.0 or 3.0 port, including Apple devices. And yes, the device is designed specifically to read 'picture cards,' re: Smart Card, etc.
