Can you use this touchscreen monitor on a regular computer that I have which is a Dell Computer older model dell 4600?

The monitor support website looks like it says it is compatible with Windows xp. The monitor according to the specs, and as far as I can remember, has a vga connection. So it should work just fine. And if you have a free usb port, you could even use the touch screen features. Although be prepared to install the drivers with the disc they provide, or that you download from their site as Windows xp might not install them automatically like win 7 would.

Question 2

can this be wall mounted?  are the plugs in the back or the bottom?  what is the overall width of the screen?

The screen is ~ 19+1/8 inches wide. Including the [plastic] borders, it's 20+3/8 inches. (Matches with the 21.5 inch diagonal)

The plugs/ports are on the back, facing downward, at the height level just below where the bracket connects.

As for wall-mounting, I can't say. I never tried to remove it from its bracket (came connected and folded in packaging).

Will the touch work with windows 7?

definitely.  just make sure the right drivers are downloaded from HP.

is this supported by windows xp?  I need a touch screen that supports windows xp and not larger than 21.5 including frame.

The manual says that with XP you can Drag, Click, & Double-click with this monitor. There were a couple things you couldn't do in XP, that you could in Win 7. The other issue is if your video card can run at the resolution & ratio of this monitor. Many low-end, integrated video cards are very limited in their screen resolution and sizes. This is not an XP issue. Look up the specs for your video card, and compare it to the size and shape the monitor displays in.

is this device mountable? I have a client that needs a touch screen and need to attach this to a new pc, just wanted to know if it was mountable.

It has standard VESA mounting to the stand.
You should be able to mount it to anything that has VESA mounting.

I just bought a HP computer with Windows 8 installed. I would like to buy a monitor with touchscreen with the same name as my computer, HP. I want to know if this monitor will work well like the touchscreen Tablet PC and Notebook PC touchscreens?

Actually this works great as a touchscreen with full 1920x1080 Resolutions with clear quality though as a tablet I am not sure it would work out perfectly because the monitor is bulky so if you intended to hold it I am not sure how that would work. I sit mine atop my desk and use it at a slant sort of as it is shown on the site and it works great with no delays. I would totally recommend this monitor for anyone thinking about Windows 8 to utilize the touchscreen capabilities.

Both your Acer V and the L2206tm have VGA, which comes with the monitor right out of the box. However, since your computer has an HDMI port and the monitor has a DVI port, I would recommend you use a HDMI to DVI cable to make the most of your computer's graphics and for simplicity. The cable should be pretty inexpensive, but if you need to go super cheap and don't mind the hassle, you can get an HDMI to DVI adapter.
