Is this product compatible with 2 SAMSUNG S23C350H Glossy Black 23" 5ms (GTG) HDMI Widescreen LED Backlight LCD Monitor 250 cd/m2 Mega Infinite DCR (1000:1)? The monitors can also be found on newegg but it will not allow me to add the link in this post. Thank you.

The specs on that monitor indicate that it is not VESA compliant, which is the mounting standard by which these types of arms are designed. If you are interested in reading more about the VESA standard, search Wikipedia for VESA. I bought the ASUS VS Series VS247H-P monitors from Newegg for use with this mounting arm, and they work fine. They are currently only $20.00 more than the monitors you mention and they are fantastic.

is it 40 pounds each monitor capacity ?

Not sure. I'm using 2 x LCD view sonic monitors that weigh about 14 lbs each. It's a thick bracket if that's helps.
