is this for laptop use?

Yes, you could use this with a laptop. The body is designed to be very flexible and fit a wide variety of surfaces. I have it sitting on top of my LCD monitor with no issues.

Does it really *need* 1.5 gigabytes of storage space to run? Because I don't need any filters, effects, or editing software.

I don't remember anything particularly large being installed, for me it was just plug and play after a what seemed like a small installation. keep in mind that i purchased this almost a year ago. I still have it, the functionality is great. 1.5G is nothing anyways

IS THIS CAMERA COMPATIBLE WITH WINDOWS 8.1?

Yes it is, but it won't install the correct drivers just by plugging it in. I can't include a link but if you google search "lifecam HD-3000 windows 8.1" one of the first sites is microsoft providing instructions.
