Does it work on windows 7, 8 or 8.1?

It works on all of those, even Win10.  It doesn't require any proprietary drivers or software.  It runs off the default XInput driver and all functionality is handled through the controller's built-in macros.

How are the primary trigger buttons on this one? The sabertooth had flaky trigger mechanisms that would develop the "jitter" after moderate use.

The triggers have been fine so far. I've used it regularly since December and have had no problems.

yes , it has vibration feedback it works very well actually

Does this controller work with Steam games?

It works just like a Xbox controller....so yes it does.
