How do I turn on my web camera?

The camera moves through a small angle of rotation. Just hold it and move it slowly while the camera is mounted to the monitor (or wherever you have it mounted). The webcam should turn easily.

is it possible to refocus the camera?

You sure can, by turning the outer bezel around the lense the camera can be focused. The range appears to be between 1.5 ft and 25 plus feet for clearest focus. It's a great little webcam with good light sensitivity and good color rendition, with a frame rate of around 5-7 fps on my system.
