Can this be used for purposes other than flight sims? Are you able to program the switches for whatever?

To answer your first question, I'm not 100% if you can use this for purposes other than flight Sims. And yes, I was able to program the switches for whatever.

I've heard that the switches on this model break down quickly. Has Logitech imposed better quality control since then?

I’ve had this switch panel for over a year and have had no issues what so ever. Switches are still crisp with no wiggle or sloppiness.

This switch panel doesn't work when bought alone as per my experience. Will this switch panel work if used together with a Saitek Flight Yoke System?

Yes, the switch panel is modular and interchangeable, meaning it can be used in combination with other components like the Saitek Flight Yoke System.

Will this panel work on a Mac running x plane 11?

I don't have a Mac, but I do have XP11 and this panel and all the answers to your questions are available on the xp .org website. Or search the web.
