Can I use this with my Logitech joystick.Use both at the same time?

Yes you can! I use mine at the same time as both my saitek (owned by logitech), and thrustmaster wheel / shifter sets. It shows up as a generic device and requires no special drivers.

Can it be compatible with ps4 or does it have to be pc?

Not console compatible without an adapter that hooks to both this and your console controller.

will it work with xbox one?

No not with out using a mod stick that requires you plugging in a certified Xbox controller and this to authenticate.

can you control everything with this? the tractors,combines,truck etc?

Technically yes, though this panel was really made for controlling the implements and loader arms more so than the vehicles themselves.
