Does this printer come with black and tri-colour cartridge in box?

It comes with the black and tri-colour starter cartridges. These cartridges are maybe half of what new full cartridges have.

is this a wifi printer? it says "wireless" but not wifi

Yes. It connects to your wifi network and any pc on your network can send print jobs to it. It does a good job of staying available whenever I try to print. I almost never have my print job not start printing right away.

how many ink cartridges does it use?

Two, one for black and one for color printing.

Does it run with a black ink cartridge ONLY, or does it need the color cartridge as well?

Wish I could give a definitive answer to this question but I bought this printer for a customer instead of myself so I am not using it and have no real experience with it.

Is it inoperable for faxing, scanning when "needs ink light" comes on? Many printers do and it is their way of not giving you what you paid for!

In my Knowledge, if scanning you can choose to scan to a file or to another piece of paper so scanning is questionable but I would say Scanning needs paper. The only time faxing should need paper is if your asking for a proof paper again that would require a piece of paper. That's my best answer most faxes print out a confirmation no matter, I would suggest contacting HP for further clarification.
